Man Abused Teen With Cerebral Palsy at Sand Key Park

An elderly man sexually abused a teen with cerebral palsy at Sand Key Park, according to Clearwater Police.

Robert Eugene Mullins, 71, was arrested and charged with lewd and lascivious battery of a disabled person Tuesday.

While at Sand Key Park, the victim's father left the immediate area with his other son, Rob Shaw, police spokesman, said in a release. That is when Mullins approached the 16-year old victim, who is not being identified because of the nature of the incident, and started rubbing tanning oil on the teen's body including his genital area, Shaw said.

The family is from Germany and the victim speaks little English.

Mullins stopped when witnesses on the beach saw what was happening. The father returned and called police, Shaw said.

Mullins gave police an address in Gettysburg, Pa. He lived in Largo earlier
this year when arrested and charged for a failure to appear on a driving under the influence charge in June, according to arrest records.

Mullins is in jail awaiting trial on $10,000 bond.
